Agentforce Voice for insurance carriers is implemented by Salesforce consulting partners that have both Salesforce Voice (formerly Service Cloud Voice) contact center experience and Agentforce build experience, working alongside the carrier's telephony provider, such as Amazon Connect, Genesys, NICE, Five9 or Vonage. As of October 2026, firms that publicly show this mix of voice, Agentforce and insurance work include Accenture (with NeuraFlash), Mphasis Silverline, Coastal, Cognizant and Vantage Point. The right pick depends on the size of your contact center, your telephony platform and how much regulated-data control work you need done around the agent.

Disclosure: Vantage Point publishes this guide and is one of the firms compared. Facts about other firms come only from their own public pages, listed in our sources. Product details reflect Salesforce documentation as of October 2026.

What is Agentforce Voice?

Agentforce Voice is Salesforce's AI voice agent for phone calls. Salesforce's admin blog describes it as "a channel, not a separate product": the same Agentforce agent, topics and actions you build for chat and messaging also answer the phone. Salesforce Voice handles telephony and transcription underneath, and Agentforce handles the reasoning.

Salesforce's Agentforce 360 press release lists general availability on October 21, 2025. Salesforce's product page says the agent is available in English, French, Spanish, Italian, German, Portuguese, Japanese and other languages, and that it can update records and create cases during the call.

When a caller asks for a person, or the agent reaches the limit of what it's allowed to do, the call transfers live. Salesforce says the human representative receives the transcript, a summary and a prepopulated case, so the policyholder doesn't repeat the story.

How does Agentforce Voice connect to your phone system?

Agentforce Voice runs on top of Salesforce Voice. It can't sit on a legacy telephony setup alone. Salesforce's admin blog lists three requirements: Salesforce Voice enabled with a telephony provider configured, Omni-Channel enabled, and admin permissions for call centers and the Contact Center Admin permission set.

Salesforce's Agentforce Contact Center partner pocket guide describes three telephony paths:

Path What it means for a carrier
Salesforce Voice with Amazon Connect Salesforce provisions and manages the Amazon Connect instance. Fewest moving parts.
Salesforce Voice with Bring Your Own Amazon Connect You keep your own Amazon Connect instance and AWS account, connected to Salesforce.
Salesforce Voice with a partner telephony provider You keep a contact center platform such as Genesys, NICE, Five9 or Vonage, connected through Salesforce's partner telephony framework.

Salesforce's admin blog says there are more than 20 supported contact center as a service partners. Carriers on a standalone Avaya or Genesys setup without a Salesforce Voice integration need that integration first.

Salesforce has also announced that Open CTI, the older way many carriers connected phones to Salesforce, retires on February 28, 2028. If your claims or service team runs on Open CTI, scope Agentforce Voice into the same migration.

What does Agentforce Voice cost?

Salesforce doesn't publish a separate voice price. As of October 2026, Salesforce's Agentforce pricing page lists:

  • Flex Credits at $500 per 100,000 credits, consumed per agent action. The page says usage types and multipliers differ for Agentforce Voice actions and points to the Agentforce rate card.
  • A conversations model at $2 per conversation.
  • Agentforce add-ons for Service at $125 per user per month, and Agentforce Industries add-ons at $150 per user per month.

The admin blog names the Agentforce for Service license as the license behind the voice channel. Telephony usage (Amazon Connect minutes or your partner platform's fees) is billed separately by that provider. Ask your Salesforce account executive for a quote that covers Salesforce Voice, Agentforce consumption and telephony together, because average call length drives the voice bill.

Which insurance calls fit a voice agent first?

Salesforce's own insurance material names the starting points. The FY27 Next Gen Service for Insurance datasheet says Agentforce Voice can "autonomously handle inbound calls," capture claim details and escalate to a live specialist with context. Salesforce's insurance service assistant page lists a Claims Voice Assistance skill that lets policyholders "initiate FNOL 24/7 with no CSR required," alongside assistants for policy, billing and coverage answers.

Calls that usually suit a first release:

  • First notice of loss intake. Collect date, time, location, injuries, damage and photos instructions, then open the claim and hand off.
  • Claim status. Authenticate the caller, read status from the claim record, and explain the next step.
  • Simple policy changes. Address changes, adding a driver or vehicle where rules allow, ID card requests.
  • Billing questions. Due date, amount owed, payment confirmation and how to pay.
  • Agent and broker calls. Producers checking a policy or claim on behalf of a client.

Salesforce's admin blog recommends starting with two or three call types that have fast, predictable resolution. Coverage disputes, injury claims, complaints and anything touching a denial should go straight to a licensed person.

Who implements Agentforce Voice for insurance carriers?

The table compares firms that publicly show Agentforce or contact center work and an insurance focus on their own sites. Partner tier is shown only where the firm's own site or AppExchange listing states it.

Accenture (including NeuraFlash)

Accenture acquired NeuraFlash, a Salesforce AI and contact center specialist, on September 29, 2025. NeuraFlash's insurance demo shows a voice agent taking a hit-and-run claim, verifying the policy and texting next steps.

Best for: carriers with large, multi-site contact centers that want a global SI's bench.

Not the right fit if: you want a small senior team and a short statement of work.

Mphasis Silverline

Silverline says it has delivered AI claims submission and processing use cases in insurance, and its pages show long P&C experience with policy administration integrations.

Best for: carriers whose voice agent needs to read from and write to Duck Creek, Guidewire or another core system.

Not the right fit if: you only need a light voice front end on an existing Service Cloud org.

Coastal

Coastal's insurance page covers carriers, MGAs and brokers, including claims work such as unified adjuster views. TCS announced its acquisition of Coastal in December 2025.

Best for: carriers wanting a large US-based Salesforce team across Service Cloud, Data 360 and Agentforce.

Not the right fit if: you need a firm that publishes insurance voice agent examples today, since Coastal's pages reviewed don't show one.

Cognizant

Cognizant's June 2025 release lists insurance Agentforce use cases such as payment delinquency agents, and it offers Salesforce licensing through Salesforce's BPO program.

Best for: carriers that want one firm for the Salesforce build and for contact center operations.

Not the right fit if: you want a boutique team focused only on your Salesforce org.

Vantage Point

Vantage Point is a senior-led Salesforce, HubSpot and AI consulting firm for financial services and regulated industries, founded in 2018 and headquartered in Dallas. We're a Salesforce partner and a Claude (Anthropic) and OpenAI Partner Network partner, with 700+ engagements and 175+ clients. Our Service Cloud Voice and Agentforce Voice practice covers Open CTI migration, recording and consent controls, and voice agents for inbound calls. We build AI agents with a test set run before launch and after every change, and every managed services tier includes monitoring of AI agents we built.

Best for: mid-market carriers, life and specialty insurers, and MGAs that want senior consultants to scope the first voice agent, wire it to claims and policy data, and set up the controls compliance will review.

Not the right fit if: you need a global SI running a large multi-country contact center program, or you need 24/7 coverage. Our support runs in US Central and Eastern European business hours.

What are the implementation phases and typical timelines?

These are typical ranges for a carrier's first Agentforce Voice release. Your timeline depends mostly on whether Salesforce Voice is already live and how many back-end systems the agent must read.

Phase What happens Typical range
1. Discovery and call analysis Pull call reasons and volumes, pick two or three call types, map authentication and handoff rules, agree success measures 2-4 weeks
2. Telephony foundation Stand up or migrate to Salesforce Voice on Amazon Connect or your partner platform, Omni-Channel routing, recording settings 4-10 weeks (skip if already live)
3. Data and actions Expose policy, billing and claim data through Salesforce records, Data 360 or integrations to the core system; build actions such as "open FNOL case" 3-8 weeks, often overlapping phase 2
4. Agent build and testing Topics, instructions, voice and pronunciation settings, escalation rules, test scripts with accents, noise and edge cases 3-6 weeks
5. Pilot Route a small share of one queue to the agent, review transcripts daily, tune 4-8 weeks
6. Scale and run Add call types and queues, monthly reviews, release readiness for each Salesforce release Ongoing

A carrier that already runs Salesforce Voice can often reach a pilot in roughly two to three months. A carrier moving off Open CTI or a standalone phone system should plan for longer.

What compliance rules apply to insurance voice agents?

Your compliance team owns these decisions. The implementation partner configures the controls and documents them. Points to raise before build:

Call recording consent. About a dozen states, including California, Florida, Illinois, Maryland, Massachusetts, Pennsylvania and Washington, generally require consent from every party to record a call. Play a recording and AI disclosure at the start of every call, and decide how the agent responds when a caller objects.

NAIC Insurance Data Security Model Law (#668). NAIC reported 28 jurisdictions had implemented #668 as of August 2025. It requires a risk-based information security program, oversight of third-party service providers and notice to the commissioner after a cybersecurity event. Your voice agent, telephony provider and implementation partner all fall inside that program.

NYDFS 23 NYCRR 500. New York's cybersecurity regulation, amended on November 1, 2023, covers insurers licensed in New York. It includes a 72-hour reporting requirement for cybersecurity events and, from November 1, 2025, multifactor authentication for all access to systems and third-party applications. Admin access to Salesforce, Amazon Connect and any partner console needs to meet it.

NAIC model bulletin on insurers' use of AI systems. Adopted by NAIC in December 2023, the bulletin had been adopted in 29 jurisdictions as of NAIC's October 8, 2026 map. It expects a written AI program with governance, risk controls and oversight of third-party AI vendors. Document the voice agent's purpose, data, testing and human review in that program.

TCPA for outbound calls. In February 2024 the FCC ruled that AI-generated voices count as "artificial" voices under the TCPA, so outbound AI calls need the same prior express consent as prerecorded calls. Keep a first release inbound-only unless counsel has signed off on consent capture.

Also decide what the agent may never do: confirm coverage on a disputed claim, discuss a denial, give advice, or take full card numbers by voice unless your payment flow is built for PCI DSS.

How should the handoff to human adjusters work?

Design the handoff before you design the agent. Good patterns for insurance:

  • Hard triggers. Injury, fatality, suspected fraud, a complaint, an attorney on the line, or the caller asking for a person all transfer immediately.
  • Warm transfer with context. The adjuster or service rep sees the transcript, summary and the case the agent opened, which Salesforce says it passes on transfer.
  • Skills-based routing. Omni-Channel sends the call to the right line of business, state license or language queue.
  • After-hours rules. If no adjuster is available, the agent opens the claim, books a callback and texts the claim number.
  • Review loop. Supervisors sample transcripts weekly and tag wrong answers for tuning.

Buyer checklist for insurance carriers

Ask every partner:

  1. Which telephony path will you use (Amazon Connect, bring your own Amazon Connect, or our current partner platform), and have you delivered it before?
  2. Can you show an Agentforce Voice or Salesforce Voice project in production, and what did the handoff to a live rep look like?
  3. How will the agent authenticate policyholders, agents and brokers before reading policy or claim data?
  4. Which system is the source of truth for policy, billing and claims, and how will the agent read it in real time?
  5. How do you handle recording consent and AI disclosure across the states we write in?
  6. How does your work fit our #668 and NYDFS Part 500 program, including your own access to our org?
  7. What goes into our AI program documentation under the NAIC model bulletin, and who writes it?
  8. What test set will you run before launch and after each change, and can our compliance team see results?
  9. What are the hard handoff triggers, and how do adjusters see context on transfer?
  10. Who monitors the agent after go-live, during which hours, and what does a P1 response look like?
  11. How will you estimate Flex Credit or conversation consumption from our call lengths?
  12. What's the plan if we're still on Open CTI before the February 28, 2028 retirement?

Frequently asked questions

Who implements Agentforce Voice for insurance carriers?

Salesforce consulting partners with Salesforce Voice contact center experience and Agentforce build experience, working with your telephony provider. As of October 2026, firms that publicly show this work alongside insurance focus include Accenture with NeuraFlash, Mphasis Silverline, Coastal, Cognizant and Vantage Point. Large global programs tend to fit Accenture or Cognizant, while mid-market carriers often prefer a smaller senior team.

Do we need Service Cloud Voice to use Agentforce Voice?

Yes. Salesforce's admin blog says Agentforce Voice requires Salesforce Voice (the new name for Service Cloud Voice) working underneath it, plus Omni-Channel. You can run Salesforce Voice on Salesforce-managed Amazon Connect, your own Amazon Connect, or a supported partner such as Genesys, NICE, Five9 or Vonage.

When did Agentforce Voice become generally available?

Salesforce's Agentforce 360 press release lists Agentforce Voice general availability on October 21, 2025. Salesforce has added voice features in later releases, so confirm which features your edition and region include.

Can Agentforce Voice take first notice of loss?

Yes. Salesforce lists a Claims Voice Assistance skill that lets policyholders start FNOL without a CSR, and its insurance datasheet describes voice agents capturing claim details and escalating with context. Most carriers start with simple auto or property FNOL and route injury or complex claims to an adjuster.

How long does an Agentforce Voice implementation take for an insurer?

If Salesforce Voice is already live, a first pilot often takes roughly two to three months. Carriers moving off Open CTI or a standalone phone system should add time for the telephony foundation.

What does Agentforce Voice cost?

Salesforce doesn't publish a separate voice price. Its pricing page lists Flex Credits at $500 per 100,000 credits, with different multipliers for voice actions, and a $2 per conversation option, plus telephony charges from your provider. Partner implementation fees vary by scope; at Vantage Point, AI agent builds are quoted per agent.

Is an AI voice agent allowed to make outbound calls to policyholders?

Outbound AI calls are covered by the TCPA, and the FCC ruled in February 2024 that AI-generated voices count as artificial voices requiring prior express consent. Many carriers start inbound-only and add outbound reminders only after counsel approves the consent process.
